Lervigkvartalet
Lervigkvartalet in Stavanger brings a school, kindergarten, sports facilities, businesses and culture together in a single urban block. As project manager with overall responsibility for the project, Head Energy Nexus has played a key role in its development – from the early concept phase to the completed project.
Facts
About the project
For many years, Lervigkvartalet has been described as Stavanger Municipality's largest construction project. A primary school, kindergarten, multi-purpose sports hall, offices, community centre, grocery store and underground car park have all been built on one and the same site – within a gross floor area of 25,000 square metres. The project responds to the district's strong population growth and is designed with a focus on shared use, sustainability and smart solutions.
Our scope: Project management and real estate law advisory
Commissioned by Stavanger Municipality, Head Energy Nexus has been responsible for early-phase project management, for leading the municipal handover project, and for structuring the affected properties within the block and the adjacent properties.
Through this work, Head Energy Nexus led the project from the concept phase to the completed preliminary design. They secured progress, quality and political backing, while laying the foundation for efficient commissioning and operation by developing the handover organisation and the facility management model. Elin Vagle has been project manager, and Steinar Dahle has led the property structuring work.
– Being project manager for Lervigkvartalet has been like conducting an orchestra with a hundred instruments. Everyone has to play in time, but with different rhythms and dynamics. It has been demanding, but also incredibly rewarding, says Elin Vagle.

Early phase
In the early phase, considerable effort went into mapping the needs of the district's many services – school, kindergarten, sports, district functions, offices and a grocery store. The project required extensive coordination of parallel processes such as zoning, design and user involvement. Sustainability was addressed through the use of cross-laminated timber, solar panels, smart technology and BREEAM certification.
Handover and operation
In the handover project, the municipality and the users were prepared to take the building into use. This included developing a facility management model and shared-use strategies, and integrating the technical documentation into the municipality's systems (Famac). Trial operation, training and testing were also planned, with the aim of ensuring a smooth transition from construction site to a functioning district hub.
Property structuring
Lervigkvartalet consisted of many properties with different owners and impractical boundaries. Head Energy Nexus has carried out the necessary subdivision and surveying, mergers and transfers of properties to establish a coherent property structure for the block. This has been essential to align the property structure with ownership, leasehold arrangements and rights of use, as well as with the buildings, the surrounding properties and the public road area.
Head Energy Nexus has also been responsible for carrying out the necessary subdivisions and land transfers from the affected road properties to Rogaland County Municipality, in line with the implementation agreement between Stavanger Municipality and the county municipality.
– The goal has been to establish a robust and coherent property structure adapted to the block's ownership, leasehold arrangements and rights of use, the location of the buildings, and the surrounding properties and road areas. This has required close coordination with both municipal and county stakeholders, and has been crucial to ensuring efficient and future-proof management of the block, says Steinar Dahle, responsible for property structuring at Head Energy Nexus.
